Dr. Bilguissou Balde leads Ipas’s work in Francophone Africa. She is a public health and international development professional with more than 10 years of experience in sexual and reproductive health and rights programming, women’s empowerment, humanitarian emergencies and other issues.
Petronella Ntambo Sebele
Petronella Ntambo Sebele leads Ipas’s work in Zambia, South Africa and Malawi. She has more than 20 years of experience working in the development sector in East and Southern Africa, with extensive experience in advocacy for the promotion of child rights.
Dr. Demeke Desta
Dr. Demeke Desta is the interim country director of Ipas Ethiopia. He joined Ipas more than 13 years ago, most recently serving as national program manager in Ethiopia.
Dr. Jean-Claude Mulunda
Dr. Jean-Claude Mulunda leads Ipas’s work in the Democratic Republic of the Congo. He is a highly experienced trainer and outspoken advocate for sexual and reproductive health and rights.

Dr. Angela Akol leads the work of the Ipas Africa Alliance. She has nearly two decades of experience and expertise in family planning, reproductive health, maternal and child health, and HIV/AIDS/STI prevention.
