Director, Ipas Bolivia
Dr. Morales has fulfilled various roles since joining Ipas Bolivia in 1999, including Medical Advisor, coordinator of a multi-year project for postabortion care, and most recently coordinator of a multi-year project to advance sexual and reproductive rights and improve the community-level response to the problem of sexual violence in six municipalities. In addition to extensive training activities in Bolivia, she has trained medical providers from Argentina, Uruguay and Paraguay in comprehensive postabortion care services. She received her medical degree from Universidad Mayor San Andrés in La Paz prior to receiving specialized training in obstetrics and gynecology at the Eusebio Hernández Hospital in Havana, Cuba. From 1992-1998, she was the Technical Director for the Center for Research, Education and Services, the local Bolivia affiliate of International Planned Parenthood Federation (IPPF). Dr. Morales is a member of the Bolivian and Cuban gynecological and obstetric societies, founding member of the Latin American Center for Contraception (CELSAM), and a member of the International Menopause Society. She is an author and coauthor of various publications on sexual and reproductive rights and abortion and is an activist for women’s rights.
