Pamela Barnes, MBA retired in December 2015 after six years as President and CEO of EngenderHealth, a New York-based international NGO supporting delivery of sexual and reproductive health services in 20 countries in Africa and Asia with over 600 employees. Ms. Barnes has had more than 30 years of management experience in for-profit and non-profit sectors. Previous to EngenderHealth, she was President and CEO of the Elizabeth Glaser Pediatric AIDS Foundation; Vice President for Operations and Finance at the International Trachoma Initiative; and Vice President for Operations and Finance at Planned Parenthood in White Plains, New York. Before entering the non-profit sector, she held significant financial management positions in NL Industries, RCA Corporation, and GTE Corporation. She also served two years in the Peace Corps in Paraguay. She holds a BS in Economics from Marymount College and an MBA from Fordham University. Ms. Barnes is very familiar with the policy and program environment in which Ipas works internationally; she has also participated with Ipas in advocacy efforts with the Obama Administration to re-interpret the Helms Amendment restrictions on U.S. foreign aid.
