Dr. Jean-Claude Mulunda

Dr. Jean-Claude Mulunda has spent more than 12 years fighting for universal access to high-quality sexual and reproductive health care, including legal and safe abortion. A medical doctor, public health professional, experienced trainer, and outspoken advocate, he is grounded in a commitment to reproductive justice and shaped by deep experience in humanitarian response, health systems strengthening, strategic partnerships, organizational capacity building, and fundraising. 

Throughout his career, Dr. Mulunda has worked to ensure that women and girls can exercise their right to bodily autonomy and receive high-quality, comprehensive reproductive health care, including safe abortion care. His leadership has helped advance national progress in the Democratic Republic of the Congo, including efforts to domesticate the Maputo Protocol and develop comprehensive abortion care standards and guidelines in collaboration with government officials, parliamentarians, donors and local partners. 

Under his leadership, Ipas Democratic Republic of Congo has worked with local partners to bring care closer to communities, including through mobile clinics, trained health workers, pharmacists and youth-led outreach networks in camps for people displaced by conflict. 

Before joining Ipas in 2018, Dr. Mulunda managed humanitarian, reproductive health, youth and sexual violence-related programs with the Office of the United Nations High Commissioner for Refugees and the International Planned Parenthood Federation’s DRC affiliate. He received his medical training from the University of Kinshasa, earned a Master’s Degree in Global Sexual and Reproductive Health from Dalarna University in Sweden, and completed program management training in Israel and fundraising training through the Indiana University Lilly Family School of Philanthropy.
