Chalumba Mutengo is a committed sexual and reproductive health and rights leader who brings strategic vision and deep regional experience to advancing reproductive justice across Southern Africa. With more than eight years of progressive leadership in Zambia, Malawi, and South Africa, he has led complex, multi-country initiatives that strengthen health systems, expand access to high-quality care, and advance policies that uphold people’s rights to make decisions about their own bodies.
Most recently, Chalumba served as interim co-director for the Ipas Africa Southern Region, where he provided strategic leadership for programs and partnerships across the region. In this role, he guided organizational priorities, strengthened systems, and supported teams to deliver high-impact programs that center equity, dignity, and access to care.
He has played a key role in growing and stewarding the region’s donor partnerships, supporting multimillion-dollar investments that expand access to sexual and reproductive health services. His work brings together policy advocacy, evidence generation, and innovative approaches—including advancing regional conversations at the intersection of climate, technology, and sexual and reproductive health and rights—to respond to evolving community needs.
Chalumba’s expertise spans organizational leadership, program design and management, monitoring, evaluation and learning, and resource mobilization. Known for his collaborative leadership style, he builds strong, cross-functional teams and fosters partnerships that drive sustainable change.
He holds a Master of Science in project management (honors) from the University of Zambia and a bachelor’s degree in economics with a minor in international development. Chalumba is deeply committed to advancing health equity, gender equality, and reproductive justice across Africa.
