Alice Mukamana Nangura

Dr. Alice Mukamana Nangura brings more than 14 years of experience in sexual and reproductive health and rights, gender equality, and health systems strengthening, along with a deep commitment to advancing reproductive justice and expanding access to safe, high-quality care. A physician and project management specialist, she combines clinical expertise with strategic, values-driven leadership.  

In Mozambique, where unsafe abortion remains a contributor to preventable maternal deaths, Dr. Nangura’s leadership supports efforts to ensure that legal abortion and contraception are protected in law and reachable for the people who need them. 

Since joining Ipas in 2019, Dr. Nangura has held progressively senior leadership roles, including health systems advisor and national program manager. In these roles, she has helped strengthen health systems, build provider capacity, and support partnerships that make safe abortion care, contraception, and services for survivors of gender-based violence more available and accessible. She also contributed to the revision of Mozambique’s National Professional Qualification Curriculum for Maternal and Child Health Nursing, helping integrate long-acting contraceptive methods and standards of care related to safe abortion. 

Throughout her career, she has led projects that expand access to safe abortion, contraceptive services, and prevention of and response to sexual and gender-based violence, working closely with government partners, parliamentarians, donors, and civil society. 

She holds a Bachelor’s Degree in Medicine from Eduardo Mondlane University and a postgraduate qualification in sustainable development project management. This academic background strengthens her technical expertise and programmatic leadership in health and human rights.
