Reducing the costs to health systems of unsafe abortion: A comparison of four strategies

This report describes a model that compares the per case health-care costs for abortion services across four scenarios of legal environment and service-delivery approaches, using data from Uganda. Average per case costs for treatment of complications in restrictive legal settings with conventional services are dramatically higher than those for elective induced abortion in liberal legal settings with service options that include use of MVA by mid-level providers at primary-level facilities (US $45 vs. US $6 per case). The study’s findings support policy and practice efforts to reform abortion laws and offer safe, accessible abortion services.
